For the rest it is a classic julep
It goes into the mixing glass, rests on the ice with the convex side down and is held with the thumb as you pour. It keeps the cubes back without stirring the mix again, which is the reason this tool exists: in a stirred drink clarity is the result of thirty seconds of work and can be lost in half a second of careless straining.
Why stirred drinks do not forgive the strain
In a stirred drink the whole job is to introduce no air: the ice turns as a block against the wall, the liquid chills and dilutes while staying dense and clear. If the strainer stirs it again on the way out, or lets a cube drop and break into the glass, that work is undone. The bent julep strainer helps precisely here, because a steady grip is a continuous pour, and a continuous pour moves nothing.
The fold and the higher grip
