Who it is for
For anyone stirring in a mixing glass. It goes in with the domed side towards the ice and is held with the thumb as you pour: one hand holds the glass and the strainer together, in a single grip.
The strainer made for stirred drinks
The ones that have to stay clear. The perforated surface holds back the cubes without agitating the liquid, and that matters more than it seems: a Negroni stirred well and strained badly loses in half a second the clarity it was given in thirty. Through a spring strainer set on the rim, the liquid passes an uneven barrier and moves; with the julep strainer it runs under a smooth, continuous surface.
The second use, which not everyone knows
It also works inside a tin. When you have poured a shaken drink and want to keep the ice in for the next one, or when you pour from one tin to another, the julep strainer acts as a perforated lid without reaching for the spring strainer. It does not replace the Hawthorne on shaken drinks, because it does not fit the rim, but for transfers it is quicker.

Why it sits inside, not on top
Because a mixing glass has no rim a spring can grip steadily, and because the ice in a stirred drink comes in large cubes that stop by themselves against a curved surface. The domed bowl rests on the cubes and holds them down while the liquid runs along the side: the hand is steadier and the pour more controlled.
The move, in three steps
Rest the julep strainer on the ice with the domed side down, put your thumb on the handle and tilt the glass, holding both in the same hand. The liquid comes out on the side opposite the thumb. If the strainer wobbles, it has nearly always been set on the liquid instead of the ice: push it down until you feel the cubes.
When the julep is the right choice, and when it is not
It suits everything stirred: Negroni, Manhattan, Martini, Rob Roy, the whole family built on clear ingredients. It does not suit a shaken drink with fruit, because the perforations are wide and let pulp through: there you need the spring strainer and, over the glass, the fine strainer. The working rule is that the julep strainer goes where the ice is in large cubes and the liquid is clean.
Care
Bare stainless steel, so the dishwasher is fine. Check the holes after sugary drinks, because dried syrup narrows them and the flow drops; a run under hot water straight after service sorts it. Store it flat and away from the heavy tools, so the thin bowl keeps its shape and sits properly on the ice.
