Who they are for
For anyone with a siphon. They are the consumable the tool runs on, and without a charger a siphon is a container: the gas is not an accessory, it is what does the work.
Why nitrous oxide and not another gas
Because it dissolves well in fat and is almost tasteless. Carbon dioxide, used in drinks, would give a foam a sharp, acidic note, while nitrous oxide stays neutral and leaves the taste to the mix. And because it dissolves into the fatty part, it inflates the mass from within instead of forming big bubbles: that is why an N2O charger gives a fine foam rather than a froth.

How many per charge
It depends on the size of the siphon and the density of the mix, and it is read off the instructions: loading more chargers than specified does not make the foam firmer, it only raises the pressure inside a vessel that has a limit. It is the kind of shortcut that does not work and can damage the gasket.
Why they are not reused
An N2O charger is single use by construction: it is pierced by the holder and the hole stays. There is no way to reseal or refill it, which is why they are bought by the pack and always kept in stock: running out halfway through service means a siphon full of mix and no way to dispense it. Ten chargers cover plenty of charges, but the stock still wants checking before the shift and not during it.
How to screw one in
Put the capsule into the holder with the neck towards the head and screw until you hear the gas go in, with the short hiss that goes with it. If nothing happens, the capsule is nearly always crooked or the head gasket is dirty. Do not force it: unscrew, check and try again.
The hiss, and what it tells you
As you screw the capsule in you hear a short rush: that is the gas passing into the body of the siphon. If the rush is long or carries on, the gas is escaping somewhere instead of going in, and the cause is nearly always a head gasket that is dirty or badly seated. In that case stop screwing, release what has gone in and check: forcing a charger against a faulty seal fixes nothing and uses up a capsule.
Recyclable steel, and how to dispose of them
The empty capsule is steel and goes into metal recycling, not general waste. In a venue using the siphon every day that is dozens of capsules a month, so it is worth keeping a dedicated container beside the station rather than gathering them at the end of service.
Storage
Dry and away from heat, like any pressurised container. The capsules do not expire in the food sense, but a gasket rusted by contact with damp can leak when it is pierced.
